The Cabinet Intends to Change the Budget Rule Due to Decreasing Oil and Gas Revenues

The government, in light of the decreasing revenues from the oil and gas sector (OGD), is planning to adjust its budgetary regulations. This includes lowering the baseline price for oil, known as the cut-off price, which is set within the framework of these regulations. Finance Minister Anton Siluanov made this announcement to journalists on February 25 in the State Duma.
He emphasized that the share of oil and gas revenues in the federal budget's revenue structure is diminishing. Therefore, the government is considering measures to tighten the budgetary rule "in terms of reducing the baseline price" in order to preserve the assets of the National Wealth Fund (NWF) and alleviate pressure on the foreign exchange market.
