Additional Oil and Gas Revenues Boost Russia's Budget in 2026

In April, Russia's oil and gas revenues (OGR) experienced a significant increase of 38.67% compared to March, amounting to 855.6 billion rubles, according to materials from the Ministry of Finance published on May 6. For the first time this year, additional OGR ended up in the positive zone at the end of April. With a baseline figure of 834.6 billion rubles, they reached 21 billion. In March, the budget had a shortfall of 234.3 billion rubles. At the beginning of May, Finance Minister Anton Siluanov noted that approximately 200 billion rubles would be added to the treasury due to favorable market conditions. "We are expecting them [additional OGR]. However, I want to emphasize that the levels of revenue and shortfall over the past two months are comparable, amounting to approximately 200 billion rubles," he stated (quoted by TASS).
Despite deviations from the baseline volume, OGR has been growing monthly since the beginning of the year; in March, it reached 617 billion rubles, in February—432.3 billion rubles, and in January—393.3 billion rubles. However, the April figure still lags behind the level of the same period last year by 21.22%. In April 2025, Russia's OGR was recorded at 1.086 trillion rubles.
